As a Tender Office Manager you will be responsible for Tender Team leading the bid process, from opportunity identification to proposal submission. This includes ensuring the timely submission of high-quality proposals that meet client requirements, managing the bid budget and resources effectively and establishing compliance with all customer’s requirements and guidelines in compliancy with internal company policy.

The Tender Office Manager, working in co-operations with Sales and Marketing Dept, supervises and organizes the tender process for one or more large tender project until contract award. The tender process is both procedurally and substantively monitored by Tender Office Manager, from the receipt of the invitation to tender through the tender phase, tender submittal and until contract award and hand-over to operations.

 

 

Key responsibilities:

 

  • End-to-end tender management: from tender analysis to preparation, review, submission of documentation, and final closing.
  • Tender monitoring and scouting: identify new business opportunities and assess feasibility concerning the company’s portfolio.
  • Regulatory compliance: ensure complete adherence to the Italian Public Procurement Code and the latest EU directives.
  • Establishing compliance with all customer’s requirements and guidelines in compliancy with internal company policy and national labor law.
  • Cross-functional coordination: work closely with Sales, Marketing, Finance, Regulatory, and Legal teams to deliver accurate and competitive bids.
  • External relations management: liaise with public authorities, procurement agencies, and healthcare institutions.
  • Legislative monitoring: Stay updated on Italian and EU regulatory developments to ensure the company remains compliant and competitive.
  • Reporting: prepare tender analysis, reporting, and KPIs for top management.

 

 

 

Skills & Experience:

 

  • Education: Degree in Law (or equivalent), with a solid background in administrative law and public procurement.
  • Experience: at least 3-5 years of proven experience in tender management, preferably within the healthcare, pharmaceutical, or medical devices industry.

Technical skills:

  • In-depth knowledge of the Italian Public Procurement Code and EU directives.
  • Strong ability to analyze and interpret regulatory texts and technical documentation.
  • Good command of digital tools and e-procurement platforms.
  • Languages: native Italian speaker with fluent English (written and spoken). Knowledge of an additional language is considered a plus.

  • Excellent communication and interpersonal abilities.
  • Team player with an international outlook
